Oswego PrimeCare

Douglas Guenter, MD

Dr. Douglas Guenter joined Oswego Family Physicians in 2006 and has been a part of the Oswego Hospital Medical Staff since that time. He joined the Oswego Health team in 2018 when the practice was acquired. He earned his Bachelor of Science from Bethel College in St. Paul, Minnesota, and his medical degree from the Medical College of Wisconsin. He completed his Family Practice Residency in 1999 from Wausau, Wisconsin. Dr. Guenter served seven years in the U.S. Air Forces and obtained the rank of Major.

On July 5, 2022, Dr. Guenter will transition his practice to Oswego PrimeCare located at 33 East Schuyler St, Suite 100.

Joan Newell, MD

Joan Newell, MD attended medical school at the University of Vermont College of Medicine. Her Residency in Internal Medicine, Primary Care Track, was completed in 2011 at Dartmouth Hitchcock Medical Center in New Hampshire. Dr. Newell began her medical career in 2011 at Cayuga Medical Associates, before moving to Oswego with her family in 2014, where she established her practice within Port City Family Medicine. Dr. Newell is a voluntary faculty member for SUNY Upstate Medical University and received the Excellence in Teaching Award from the Department of Medicine in 2009, 2010, and 2011. She is very active in the community, serving as a coach for Oswego Youth Soccer and President of the Osceola Nordic Ski Club.

Jill Gilman, FNP

As a Central New York Native, Jill Gilman, Family Nurse Practitioner will round out the team at Oswego PrimeCare. Gilman joins the practice with 20 years of nursing experience, primarily within Oswego Health. She began her career as an LPN for Oswego Health’s Medical-Surgical Services, before returning to nursing school to become an RN in 2007. She worked in Clinical Supervision for Oswego Hospital; Case Management for Oswego Hospital Home Care; and most recently as an RN for the Emergency Department. Gilman earned her Bachelor of Science in Nursing from SUNY Empire State College and Master of Science Family Nurse Practitioner at SUNY Polytechnic Institute.

Emily Crandell, PA-C, CDCES

Emily Crandell, PA-C, CDCES earned her Physician Assistant Master of Science in 2016 from Upstate Medical University and her Bachelor of Science in Biology in 2013 from SUNY Oswego.

Emily previously worked in Oswego at a private practice where she gained extensive primary care and outpatient experience. She is also a Certified Diabetes Educator, an important skillset that Oswego Health will look to tap into as they expand programs for the community.

Joselito Ouano, MD

Joselito Ouano, MD, is a board-certified family medicine physician who earned his medical degree from the Cebu Institute of Medicine in the Philippines. His residency was completed at The Reading Hospital in Pennsylvania. Dr. Ouano is also a graduate of Pennsylvania State University, where he obtained his bachelor’s degree in biology.

Vandana Patil, MD

Vandana Patil, MD, is a board-certified family medicine physician. She attended the NDMVPS Medical college in Nasik, India and completed her residency at Saint Joseph Medical Center at New York Medical College.

Meaghan Primm, MD

Meaghan Primm, MD, is a board-certified family medicine physician who earned her medical degree from the Saba University School of Medicine in Saba, Dutch Caribbean. Her residency was completed with LSU Family Medicine in Lake Charles, Louisiana. Dr. Primm is also a graduate of Dalhousie University in Halifax, Nova Scotia. She cares for patients over the age of 5.

Andrew Rogall, MD

Andrew Rogall, MD, is a board-certified family medicine physician who earned his medical degree from Saba University School of Medicine in Saba, Dutch Caribbean. His residency was completed with LSU Family Medicine in Lake Charles, Louisiana, where he was chief resident. He also graduated from Queen's University in Kingston, Ontario. Dr. Rogall cares for patients over the age of 5.

Deirdre A. Wahl, RN, MSN, FNP-C


Deirdre A. Wahl, RN, MSN, FNP-C
brings over fifteen years of experience providing high-quality care in both family practice and internal medicine settings. Fully licensed and certified by AANP, Wahl earned her Master of Science in Nursing at SUNY Upstate Medical University College of Nursing, and her Bachelor of Science with a Major in Nursing from Keuka College.

Heather Daniels, FNP-C


As a CNY native, Heather Daniels, FNP-C has over 20 years of nursing experience she will bring to Fulton PrimeCare located at 522 S. 4th St. Daniels will see patients alongside Joselito Ouano, MD, Meaghan Primm, MD, and Andrew Rogall, MD. Daniels has expertise in family medicine, internal medicine, urgent care, emergency medicine, women’s health, and pediatrics. Daniels earned her Master of Science in Family Nurse Practitioner at SUNY Polytechnic Institute and her Bachelor of Science in Nursing at Utica College.

Samantha Goutermout, MSN, FNP-C

Samantha Goutermout, MSN, FNP-C earned her Master’s in Nursing Science, FNP, in 2022 from Upstate Medical University and her Bachelor of Science in 2019 from Roberts Wesleyan College where she graduated Summa cum laude.

She previously worked for Oswego Hospital from 2012-2015 as a Certified Nursing Assistant before taking a position at Upstate Medical University as a Specialty Certified Pediatric Registered Nurse where she specialized in pediatric trauma, pediatric intensive care, and surgery.

Shawnna Nye, MSN, BSN, FNP-C

Shawnna Nye, MSN, BSN, FNP-C earned her Master of Science in Nursing - Family Nurse Practitioner in 2022 from SUNY Upstate Medical University and her Bachelor of Science in Nursing and Health Science in 2004 from SUNY Brockport. She previously worked in Oswego at a private practice where she gained primary care and outpatient experience. In addition, she has worked at the VA in Syracuse, Upstate Pediatric and Adolescent Clinic, and for twelve years at the Upstate Heart and Vascular Center.

Nathaniel Farden, NP

Licensed in 2010 as a registered nurse, Nathaniel Farden, NP, earned his BSN in 2012 from Western University. Farden joined Oswego Health as an RN in the emergency department in 2015, then later transitioned as a utilization RN in case management in 2016 while continuing his schooling. In 2019, Farden received licensure as a family nurse practitioner and has been working per diem with the Oswego Health Hospitalist team as an NP. Beginning in 2021, Farden is the provider on-site for Lakeview Primary Care.

Bobbie Rae VanGorder, PA
, brings over 10 years of experience providing high-quality care in both family medicine and internal medicine settings. Fully licensed and certified by NCCPA, Vangorder earned her Master of Science in Physician Assistant Studies at Marywood University in Scranton, Pennsylvania, and her Bachelor of Science in Biology as well as a Bachelor of Science in Government from Saint Lawrence University in Canton, New York. Vangorder also is certified in CPR/BLS/AED.

Sami Blais, PA


Sami Blais, PA
studied at Drexel University where she earned both her Bachelor of Science in Health Sciences in June 2020 and Master of Science in Physician Assistant Studies in December 2021. She is well-rounded in family medicine and had clinical rotations in pediatrics, internal medicine, behavioral medicine, emergency medicine, women’s health, and general surgery.

Blais previously was a Podiatric Medical Assistant in Philadelphia and has worked as an Urgent Care Scribe. Her passion for caring also extends internationally as she volunteered in both Peru and Honduras with other healthcare professionals to provide medical care.
